In late 2002 seCTer and the Southeastern Connecticut Council of Governments (SCCOG) undertook planning for a new Comprehensive Economic Development Strategy (CEDS) for the region, which was completed in the spring of 2004. The CEDS plan provides guidance in promoting sustainable economic development, fostering effective transportation systems, enhancing and protecting the environment, and balancing resources through sound management of development. The project involved input from all members of the community, including for-profit and non-profit businesses and organizations, representatives of economic cluster businesses, the arts and entertainment community, local government and individual citizens.
SCCOG and seCTer completed the CEDS with the assistance of Mt. Auburn Associates of Boston.
In June of 2006 the first update of the CEDS was completed for the EDA. The update included rankings of regional and municipal projects to be undertaken in Southeastern CT in response to the CEDS.
