Strategic Partnerships

Strategic Partners in the implementation of the 2017 Comprehensive Economic Development Strategy in the Economic Development District of the Southeastern Connecticut Enterprise Region:

Federal

U.S. Economic Development Administration (EDA): Designated the Economic Development District (EDD), supports the Partnership Planning Grant, and funds CEDS Implementation

U.S. Small Business Administration: Facilitator of funding for seCTer’s loan clients and partners with the seCTer’s Connecticut Procurement Technical Assistance Center (CT PTAC) on educational programs for small businesses

Department of Defense, Defense Logistics Agency: Facilities the Procurement Technical Assistance Center (PTAC)

Office of Congressman Joe Courtney *: Congressman for the Second Congressional District

Naval Submarine Base New London: United States Navy’s primary East Coast submarine base

Naval Submarine Medical Research Lab: Develops and operationalizes new technologies in biomedical solutions for submarine crew operations in Groton, Connecticut

U.S. Coast Guard Academy: Service academy of the US Coast Guard in New London, Connecticut

State

Business.CT.gov: Your one stop shop for doing business in Connecticut. Statewide tools include a customized checklist that will guide you through starting a new business in Connecticut, helpful information on taxes and forms, licenses and permits, an employee registration form, and many more resources.

Department of Economic and Community Development (DECD): Provides support for economic and community development state-wide, including statewide strategy and in partnership with the Office of Policy Management approves the CEDS and ensures it is in line with DECD priorities, as well as supports the Procurement Technical Assistance Center (PTAC)

Office of Policy Management (OPM): In partnership with DECD, approves the CEDS and provides support for economic and community development state-side through state bond funds made available to the Commissioner of Economic and Community Development. OPM also ensures that the CEDS is in line with OPM Economic Development strategies

Connecticut Airport Authority*: Operates the state’s international airport and the five general aviation airports, including two in the region – The Windham Airport and the Groton-New London Airport

Connecticut Port Authority*: Quasi-public agency that is responsible for marketing and coordinating the development of the state’s ports and maritime economy

CT Office of Military Affairs*: Promotes and coordinates state-wide activities that enhance the quality of life of all branches of military personnel and their families and to expand the military and homeland security presence in this state

Municipal/Tribal

Southeastern Connecticut Council of Governments (SCCOG)*: With the same region as the EDD, collaborates with seCTer on CEDS development and implementation. Wherever appropriate, plans developed by the SCCOG, such as the regional plan of conservation, are in line with the CEDS

Municipalities*: Members of the EDD including cities, towns and boroughs

The Mohegan Tribal Nation*: Federally recognized Native American Indian Tribe, operates the Mohegan Sun Casino in the EDD

The Mashantucket (Western) Pequot Tribal Nation: Federally recognized Native American Indian Tribe, operates Foxwoods Casino in the EDD

Economic Development

AdvanceCT: Nonprofit organization that works to engage, retain and recruit businesses, and advance overall economic competitiveness in Connecticut. AdvanceCT works in close collaboration with the Connecticut Department of Economic and Community Development (DECD).

Eastern Connecticut Workforce Investment Board (EWIB)*: Regional workforce development board

Southeastern Connecticut Central Labor Council*: Regional labor council of the AFL-CIO

Eastern Advanced Manufacturing Alliance (EAMA)*: Non-profit comprised of manufacturers working with education and training partners to promote and improve manufacturing careers. seCTer attends EAMA monthly meetings.

Southeastern Connecticut SCORE Association: Providing no charge business planning assistance and mentoring in the EDD. seCTer and SCORE frequently co-present.

CT Main Street: Bringing downtowns to life all across Connecticut by helping to revitalize them as the social and economic heart of the community

Small Business Development Center: Offering no-cost expert assistance to small businesses and entrepreneurs

Norwich Community Development Corporation*: Economic development agency for Norwich, an urban area of the EDD. NCDC’s Executive Director chairs seCTer’s EDC

Renaissance Community Development Corporation*: Economic development agency for New London, an urban area of the EDD

Preston Riverwalk*: Municipal redevelopment agency working on a major investment project with the Mohegan Tribe. The chair of the PRA co-chairs seCTer’s EDC.

Southeastern Connecticut Housing Alliance (SECHA): Regional housing authority

Three Rivers Community College*: Part of the Connecticut State University located in eastern Connecticut, also part of EAMA

Quinebaug Valley Community College: Part of the Connecticut State University located in eastern Connecticut, also part of EAMA

Eastern Connecticut State University*: Part of the Connecticut State University located in the Town of Windham, in the EDD

Yale New Haven Health, L+M Hospital*: An affiliate of Yale/New Haven Health, the local hospital in the urban area of New London, CT

Hartford Healthcare, William W. Backus Hospital: An affiliate of Hartford Healthcare, the local hospital in the urban area of Norwich, CT

Health Improvement Collaborative of Southeastern CT*: Based on a 2016 health needs assessment prepared by Ledge Light Health District and L+M, consisting of over 120 local organizations, to fulfill the mission of a southeastern Connecticut healthy in mind and body

Ledge Light Health District*: Health district serving several municipalities within the central and southern areas of the EDD

Uncas Health District*: Health District serving several municipalities within the central and northern areas of the EDD

Chamber of Commerce of Eastern CT*: Chamber representing the large eastern region of Connecticut, from the shoreline to the Massachusetts border

Greater Norwich Area Chamber of Commerce*: Chamber dedicated to the region surrounding the urban hub of Norwich, CT

Ocean State Chamber of Commerce*: Chamber dedicated to the region surrounding the tourism hub of Westerly, Rhode Island, which is directly across the border from the Connecticut shoreline.

Greater Mystic Chamber of Commerce: Chamber representing the tourism sector around the ever-popular tourist destination of Mystic, CT

Northeastern CT Chamber of Commerce: Chamber serves the northeastern corner of the state area with a mission to promote the increased profitability of area businesses

Windham Region Chamber of Commerce: Proudly serving the towns around Windham, in the northwest corner of seCTer’s EDD

Southeastern Connecticut Cultural Coalition*: Contributes to the cultural identity, economy and quality of life of Southeastern Connecticut by advocating and supporting arts, heritage, cultural and business activities and organizations

Eastern Regional Tourism District*: Provides tourism support for the 42 cities and towns in eastern CT

Groton Utilities*: Local municipally-owned utility company also operating Bozrah Light & Power

Norwich Public Utilities: Local municipality-owned water, sewer, electricity and natural gas provider

Eversource: Statewide utility company

Frontier Communications: Regional telecommunications provider
