The Southeastern Connecticut Enterprise Region (seCTer) is a private, nonprofit economic development organization that works with businesses, municipalities, and regional partners to support economic growth and diversification across southeastern Connecticut.

Our History
Decades of Regional Economic Development
1987
The year seCTer was established, beginning its work to support economic development in southeastern Connecticut.
Established in 1987, seCTer has worked to strengthen the regional economy by supporting businesses, encouraging investment, and coordinating economic development initiatives.
Since 1993, seCTer has administered revolving loan funds and other financing programs that help businesses access capital and technical assistance.
Since 2002, seCTer has also developed, written, and implemented the region’s Comprehensive Economic Development Strategy (CEDS), helping establish shared economic priorities and guide long-term regional planning.
Our Regional Role
Economic Development District
seCTer is a 501(c)(3) nonprofit designated by federal, state, and local authorities as the Economic Development Organization (EDO) of southeastern Connecticut’s Economic Development District (EDD).
Through this role, seCTer helps coordinate regional economic development efforts, connect businesses with financial and technical resources, and support long-term economic planning.
Access to Capital
Administering revolving loan funds and financing programs that support small business development and growth.
Business Support
Providing technical assistance and guidance to help businesses overcome challenges and pursue opportunities.
Regional Planning
Coordinating the Comprehensive Economic Development Strategy and engaging regional stakeholders in setting economic priorities.
